Couldn't get this to work in SL prepatch, But Hogri's tactic worked with the addition that your Zepelin has to finish it off with a missile at the end.

This guy caused me so much trouble, I had to make a comment about this and how i managed.
It does involve a little bit of RNG but i managed like this several times.
The whole strategy revolves around the failsafe machanic stalling for the dots to do the job.
GL & HF.
In fact, if Failsafe is activated anywhere else then suggested below, you likely got crit or had really bad luck and probably need to reset.

Mechanical Pandaren Dragonling (S/S) x-1-2
Sunreaver Micro-Sentry (P/P) 2-1-1
Lil' Bling S/S 2-2-1

Turn 1 - Pass, Sunreaver Micro-Sentry gets pulled in
Turn 2 - Extra Plating
Turn 3 - Call Lightning
Turn 4 - Pass, Lil' Bling gets pulled in
Turn 5 - Make It Rain
Turn 6-7 - Inflation, you should hit him once to apply the debuff and then your failsafe should activate as your Mechanical Pandaren Dragonling gets pulled in
Turn 8 - Pass
Turn 9 - Pass
Turn 10 - Pass (IMPORTANT NOTE, If failsafe activates here, reset), your Sunreaver Micro-Sentry gets pulled in
Turn 11 - Call Lightning
Turn 12 - Fel Immolate (Your failsafe should activate here)
Turn 13 - Pass and die, Lil'Bling gets pulled out
Turn 14 - Make It Rain
Turn 15 - Pass and Lil'Bling dies

SS raptor works just fine - use batter three times on turns 8-10 instead of pass (turn 9 will be dodged) and the fight ends around turn 12 with some luck :)
(got 3 hits on both rounds with batter for the record)

Since the Raptor is quite useless in this tactic (or mayme mein's too slow) I used a Mechanical Pandaren Dragonling (122) instead, resulting in this tactic:

you can also use Iron Starlette (112) instead of Raptor/Dragonling. When it was up i used 1-2-2, cause it became faster after first Powerball. When it's up next time 1. i didn't even need to Explode

This strat, as it is written, falls apart at turn 6 - your Cogblade Raptor is NOT forced in, so you either have another move, or manually change the Raptor in, but either way, Shadeflicker casts Dodge, so Rounds 7 & 8 don't work, & that screws the entire rest of the fight. All your pets being slower than Shadeflicker mean that because of this SNAFU with Rounds 5-8, you simply don't have enough life left in any pets to finish the fight. This strat failed for me 4x in a row.

HOWEVER, Hogri's comment/strat of 11/04/2017 worked first time.

I couldn't get this strategy to work at all. It was almost like I was using a strategy for a different fight. The void gates didn't trade out correctly, I ended up trying to attack during phase shifts, just wouldn't work for me. Finally, I tried the tactic suggested below by Hogri, of replacing the Cogblade Raptor with a Mechanical Pandaren Dragonling. Bingo! First try! Thanks to everyone for the strategies.

Agreed. I tried with a B/B Cogblade Raptor and it failed. Replaced it with a S/S raptor, and it worked first time. The reason for this is that S/S is the only breed that's faster than Shadeflicker, and can therefore actually connect with Batter. If you're slower, Shadeflicker gets Phase Shift off first, and nothing happens. Recommend this be changed to state that an S/S raptor is necessary.

You're better off using a S/S Raptor. The fight will probably end at Ion Cannon if your Raptor is faster. As I have this breed of Cogwheel Raptor its difficult to accurately test a script beyond that point so this is only for a S/S breed until I get a slower one.

I found that swapping my S/B Raptor (chosen by Rematch) with my S/S one made all the difference. It was able to make a good Batter before Shadeflicker used its dodge move, and set up a kill from my Tonk's Ion Cannon.

be aware there is some rng on the non crits too. 3x the zepp died on turn 7 ..the basic attack ranges from 450 to 670 (what i saw)
winning round the tonk died early
raptor's rez won it

Shadeflicker vs. Mechanical was a hard one (not tough).. Having tried an hour with different pets (I don't have the Pocket Cannon, so no strat 1 for me).. This finally worked after having had to forfeit and try again many many times. It was a mess, but when I finally nailed it, I decided to put the strat up here so that our fellow pet-battlers would have a slice at the cake using maybe not more commen pets but pets that most people have :)

Just an aside about the breed necessity; there are only 3 breeds of Cogblade Raptor. It's not like they're hard to find or that addons that tell you the breed of a pet you're battling are difficult to use. There's not really much of an excuse for not having at least one S/S breed Raptor. The other 2 pets only come in 1 breed.
